Portugal: The 5-Year Path to EU Citizenship
Fastest EU citizenship through investment. Fund route from €500K. Just 7 days per year of physical presence. Portugal remains the gold standard for investors seeking a European passport, despite significant program changes in recent years.
The real estate route is closed. The NHR tax regime is gone. But the core proposition remains unmatched: EU citizenship in 5 years with minimal physical presence. No other EU country offers this combination.

Why Portugal?
Portugal's unique value proposition is speed to EU citizenship. While most EU countries require 8-10+ years of residence, Portugal grants citizenship after just 5 years with a minimal stay requirement of 7 days per year.
Fastest EU Citizenship
5 years from residence permit to EU passport. No other EU investment migration program matches this timeline. Portuguese passport ranks among the world's strongest.
Minimal Stay Requirement
Just 7 days per year of physical presence in Portugal. Perfect for investors who don't want to relocate but need EU citizenship optionality.
Quality of Life
Ranked #4 globally for quality of life. Safe, modern healthcare, excellent climate, English widely spoken. Strong expat infrastructure in Lisbon and Porto.
EU & Lusophone Access
Portuguese passport gives EU citizenship plus visa-free access to Brazil, Angola, Mozambique, and other Portuguese-speaking nations. Unique dual-continent advantage.
Golden Visa: Fund Route Only

Established companies. Moderate risk. Typical 5-7 year lock-up.
Real Estate Funds
Indirect property exposure through regulated funds. Most popular choice.
Key detail: Fund must be registered with CMVM (Portuguese Securities Commission), invest at least 60% of capital in Portuguese companies or real estate, and have a minimum 5-year commitment. Choose your fund manager carefully — this is a long-term relationship.
Citizenship Requirements (Year 5)
- 5 years of legal residence (Golden Visa counts)
- A2 level Portuguese language proficiency
- Clean criminal record
- Connection to Portugal (7 days/year minimum stay satisfies this)
- No renunciation of existing citizenship required (Portugal allows dual citizenship)
Tax Regime: NHR Discontinued, IFICI Limited
Important: NHR Is Gone
The Non-Habitual Resident (NHR) tax regime, which offered a flat 20% income tax rate and tax exemptions on foreign income for 10 years, was discontinued for new applicants in 2024. If you see websites still promoting NHR, they are outdated.
IFICI: The Limited Successor
The Incentive for Scientific Research and Innovation (IFICI) program replaced NHR but is significantly more restrictive. It offers a 20% flat tax rate for 10 years, but only for:
- University professors and scientific researchers
- Qualified professionals in technology and innovation
- Senior management in companies with significant investment
- Professionals in specific sectors defined by government decree
Most passive investors and retirees will not qualify for IFICI. Plan your tax strategy accordingly.

Important note: Portugal's Golden Visa program has undergone significant changes in 2023-2024. Many online resources are outdated. Always verify current requirements before making investment decisions. The program is under ongoing EU scrutiny.
Frequently Asked Questions
Can you still get a Golden Visa through real estate?
No. Portugal closed the real estate route in October 2023. Only fund-based investments (€500K minimum) qualify. This includes VC, PE, and real estate investment funds.
How long until I get EU citizenship?
5 years from your initial residence permit. You need A2 Portuguese, clean criminal record, and 7 days/year of physical presence. Portugal allows dual citizenship.
Is the NHR tax regime still available?
No. NHR was discontinued in 2024. The IFICI successor is limited to specific professional categories (researchers, tech professionals, senior management). Most investors will not qualify.
What is the D8 Digital Nomad Visa?
€3,680/month remote income requirement. 1-year visa, renewable. Counts toward 5-year citizenship. No investment needed. Ideal for remote workers.
How does Portugal compare to Greece for Golden Visa?
Portugal: €500K fund, 5-year citizenship, 7 days/year stay. Greece: €250K-800K property, 7-year citizenship, no minimum stay. Portugal wins on citizenship speed; Greece wins on property entry price.
